Animated Ratchet in new packaging

Taobao has an auction that shows an image of Animated Deluxe Ratchet in new, previously unseen packaging. It is quite similar to the the Target exclusive AllSpark power redecos from the previous year, as the figure is also packaged in robot mode. Unlike the AllSpark Power redecos, however, there seems to be no differences betwen this and the original release on the figure itself, aside from the new packaging. Whats up with their new packaging? Is there any (logical) reason behind this?
Putting the same toys in different packaging seems just about as pointless as this picture, but not quite as epic:

I'm sure they did some study somewhere where kids would rather buy a toy in robot mode than car mode.
